Bargains found during gloomy times

It is quite unusual to hear and read that at times of downward trends in the market , the Asian markets ind good bargains, in other words when no one is ready to invest , then is the time to get a bargain or a good buy. Even though the emerging markets are a lucrative buy , at times it may not be thatdesirable because the dividend earned from them is between 5-7 percent and price to book valuation ratio is one to two . Turkey is the number one destination for fund's money , the next desirable destination is Russia . Let me say this even though these countries are attracting investors , the poilitical scenario cannot be ignored, is it safe to invest in non-democratic countries ? I think yes to an extent as long as a desirable political and economic stability is maintained!!!!!
